Western Interstate Commission for Higher Education (WICHE)
WICHE is an organization created to facilitate resource sharing among higher education institutions in the western region of the U.S. NAU participates in both the Western Regional Graduate Program (WRGP) and the Professional Student Exchange Program (PSEP). Qualified out-of-state students may receive in-state tuition for 10 consecutive semesters for a Doctoral degree, 6 consecutive semesters for a Master’s degree, or 3 consecutive semesters for a graduate certificate, if the program criteria are met.
Western Regional Graduate Program (WRGP)
The Western Regional Graduate Program (WRGP) is an agreement among WICHE’s 16 members, through which participating Western public universities allow WICHE-region students to attend select out-of-state graduate certificate, master’s, and doctoral programs – and pay up to 150 percent of resident tuition.
Since public-university nonresident tuition rates are typically much higher than resident rates – sometimes by 300 percent or more–WRGP increases affordable higher education options for students and minimizes student loan debt. Through the WRGP, graduate school in-state tuition funding is available for out-of-state students who meet the criteria below for the appropriate resident state and degree program. Western Regional Graduate Program (WRGP) Accordion Closed
Through the WRGP, graduate school in-state tuition funding is available for out-of-state students who meet the criteria below for the appropriate resident state and degree program. Due to the Online tuition rate, WRGP eligibility is not available to Online programs. For the programs listed below, students must be enrolled at the Flagstaff Mountain Campus.
The program is offered for:
(1) Students who are residents of Alaska, American Somoa, California, Colorado, Commonwealth of the Northern Mariana Islands, Guam, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, or Wyoming;
(2) and, if pursuing concurrent programs, both are approved WRGP/WICHE programs:

Time Limits
WRGP status is available for:
- a maximum of six regular 1 terms/semesters or degree completion, whichever comes first for a master’s degree program.
- a maximum of three regular terms/semesters or graduate certificate completion, whichever comes first for certificate programs.
- a maximum of ten regular terms/semesters or degree completion, whichever comes first for a doctoral degree program.
Term/semesters are counted regardless of the number of units enrolled (i.e. part-time enrollment during a regular term will be counted as a full term in the WRGP term count).
Note: 1 Regular term/semester is defined as a 16-week fall or spring semester and two seven-week terms within the same semester or variations thereof.
Professional Student Exchange Program (PSEP) Accordion Closed
Through the PSEP, funding is available for certain out-of-state students, in particular healthcare or health science fields, to earn their degree at the cost of in-state tuition. As part of the Student Exchange Program of WICHE, PSEP helps place students in a wide range of graduate programs, all designed around the educational, social, and economic needs of the West.
The program is offered:
(1) If the student is a resident of Alaska, the Commonwealth of the Northern Mariana Islands, Hawaii, Montana, Nevada, or Wyoming*
(2) and an incoming applicant to the following NAU graduate degree program:
PSEP Programs
NOTE: Admitted, certified WICHE applicants do not receive a guarantee of WICHE funds from their home state; it is dependent upon the funding capacity of the applicant’s home state.
* Although California, Colorado, Guam, Idaho, New Mexico, North Dakota, Oregon, South Dakota, Utah, and Washington, are WICHE members, they do not support their residents through the Professional Student Exchange Program for OTD.
Applying for WRGP or PSEP Accordion Closed
If students meet the criteria for WRGP status, they may complete the WRGP application included within the NAU Office of Graduate & Professional Studies admissions application or by submitting the WRGP Application to GradWRGP@nau.edu. Students interested in the PSEP program may apply by visiting the PSEP website. Incoming full-time and part-time students are eligible to apply to WRGP and PSEP.
Please note:
- Transferring from a program that carries WRGP or PSEP status to one that does not carry this designation will end a student’s WRGP/PSEP resident status, and the student will be responsible for non-resident tuition.
- Students who are approved for the WRGP or PSEP status are officially classified as non-residents and are not eligible for in-state tuition waivers.
- Students should be a resident of one of the eligible States for at least one year before applying for admission as a WRGP or PSEP student. Arizona law requires you to submit proof of U.S. citizenship/legal residency status at the time of application in order to qualify for the WRGP or PSEP tuition rate.
