The E4FC Scholarship Lists and Guides is a carefully researched list from Educators for Fair Consideration containing up-to-date information about scholarships available for undergraduate and graduate immigrant students that don't have U.S. citizenship or legal permanent residency, as well as advice and tips for writing winning scholarship applications.  (The lists and information can also be valuable to international students.) This is an extensive list of scholarships for ethnically diverse populations that may not inquire about immigration status or require a valid social security number. Check with individual scholarships for eligibility criteria.
